"Breaking news" means news that is fresh, or newly received.
"Breaking news tonight" means breaking news that is currently being broadcast -- if it is already night time-- or breaking news airing within minutes on an evening news show.
The "what could be the biggest disaster to hit the Gulf of Mexico" hints that the news concerns a huge disaster in the Gulf of Mexico.

@Chasuk Umm. Thanks for your help, but my question was for 'in what'. I think that's not a full sentence with a subject, a object, a verb. Yeah, I knew what breaking news means but I would like to know why the anchor used breaking news tonight 'in what' could be the biggest. I think ' news tonight could be the biggest ' is more more natural

@geniusoh11 The anchor wasn't sure that the disaster in the Gulf of Mexico would be the biggest to ever occur there – everything after the words "in what" allowed them to caution the audience that their guess might be wrong.
