"Have you eaten dinner?" Is used when you are asking someone who is not currently eating if they had dinner yet while "Are you finished with dinner?" Is used when you are asking someone who is currently eating dinner if they are finished with their meal.

Also "are you finished dinner" is improper. You need "with."
