Como é que se diz isto em Inglês (EUA)? "For god's sake, was that book hard to find."
I heard this sentence, my question is: Is this a question or a statement?
If it's a statement why would you order/organize (I don't know which word I should use) the sentence like that?

It is a statement.

"Jorge are you home? I've been calling for days."
A long slender arm sprung to life from under mounds of books. "Here, Gloria!"
"Santa Cachucha! What are you doing under there?" Gloria reached into help pull Jorge from beneath the bookish rubble.
Wipping the sweat off his brow, "For God's sake, was this book hard to find."

(this or that) depending if it is being used in the present or past tense.

it's like a question you are asking/telling yourself

Good question!

I think it's what we would call a "rhetorical" question, which is a question that you don't really expect the other person to answer. A lot kind of depends on hearing how the person says the sentence to know if its a question or not. For example, you could ask "do you like peaches?" but someone might also say "do you like peaches!" and depending on how it's said it can be a question or a kind of statement that you really like peaches.
