Nothing really, but in that case you'll mostly hear "on the rise" instead of "on the increase"

If you want to use increase, you have to say, "The unemployment rate is increasing." Otherwise, it's not right. "The unemployment rate is on the rise." is correct if you want to use 'on the rise'.
