The second sentence involves a double negative. Often, English speakers will negate 2 things in a sentence, and in turn, it becomes a positive or it simply cancels out the negation. in this case, "can't" is replacing the word "can". both can be used, but "can't" is considered a negative word because it is a shortened version of "can not"
In English it is not correct to use more than one negative word, so Can't you make no reduction? does not sound natural.
The first sentence is best, but would sound better with the word "a" before the word "reduction". So the correct sentence would be "Can't you make a reduction?"
