They pretty much mean the same thing. When you say something you are speaking. If you are speaking you are saying something
Ex: My mom says to always eat my vegetables.
(When your mom says "Always eat your vegetables" she is speaking)

@black1992tw yes they mean the same thing but you might not be able to use them interchangeably

@black1992tw sometimes it's not correct. If you say "The teacher says to read page 114 in the book" you can't say "The teacher speaks" instead
