Outspoken: Speaks readily about things, does not hesitate to talk about things
Straightforward:To the point, sometimes being very honest & blunt in what they say

A person could be outspoken and devious (not straightforward).
A person could be reserved (not outspoken) and straightforward.

Being outspoken often means saying things that others might not agree with.
Someone who is straightforward could also be described as 'down to earth'. Meaning that they have no hidden agendas behind what they say and do.
I would say that 'outspoken' is 'stronger'.

Yes, being straightforward is generally more positive. I would use the phrase 'down to earth' to mean 'straightforward'. Meaning that person has their 'feet on the ground', perhaps not a dreamer or an unrealistic person.
An outspoken person can be seen as controversial and perhaps may offend others.
However, an outspoken person can also be a revolutionary, which may be positive, depending on their opinions.

@Ri-na: I think it's much simpler than that.
These words are not comparable because they mean completely different things.
Outspoken simply describes someone who speaks their mind.
Straightforward describes someone who is honest.
(Note: straightforward can also mean simple or easy if applied to things rather than people.
"The cooker is very straightforward.")
