ah, ok I understand ...
the article is written to try and put you into the time when the fire was started. It describes the fire being started by an arsonist and causing the the building to collapse, then it describes how the only thing that would survive (after that point) was the copper domes.
At the time the building was collapsing, the survival of the copper domes is in the future.
It's trying to make it emotionally powerful by pulling the reader into the time

it's a sentence from a feature in 2018.05 NGC. It's topic is BEING MUSLIM IN AMERICA, and this sentence is about one of the arson accidents to them
- Inglês (EUA)
would survive... future tense (if that happened in the future)
survived... past tense (already happened)
e. g.
1. if there is arson tomorrow "only the copper domes WOULD SURVIVE"
Yesterday when there was arson "only the copper domes SURVIVED"

@kyria14 Yeah I know it. But, in this feature, this accident 'ALREADY HAPPENED'. That's why I asked.

@kyria14 On the night, the mosque was set on fire, January 28, 2017, he watched with others from the community. They wept, hugged. Only hours before, President Trump, delivering on a campaign promise to stop Muslims from entering the U.S, had issued an executive order aimed at barring anyone arriving from seven Muslim-majority countries.
The fire, allegedly set by an arsonist who has been charged with a hate crime, caused sections of the building to collapse. Only the copper domes and marble slabs carved with quatations from the Muslim holy book, the Quran, would survive.
