No. On Instagram, to like someone's picture that they post, you have to double tap your phone screen.
So it's saying, "Like this photo if you still have your eyebrows on after you wash your face."

Yeah. A lot of girls like to draw on their eyebrows. When they wash their face, the drawn on eyebrows come off.
