Pergunta sobre Inglês (EUA)

"I thought it was Chinglish." or "I thought it is Chinglish?"
On one hand, it should be a fact which doesn't change over time that some sentence is Chinglish. In this sense, I consider the latter to be correct. On the other hand, "thought" indicates the past tense, which justifies the former.
