This is a sentence fragment. It has only a subject and a subordinate clause. The subordinate clause has a predicate but the subject of the sentence does not. Perhaps that is why it is confusing.

which has... in its collection- sub clause
Eliminate the subordinate clause and all you have is "The LA public library."
