Jails are more short term than prison. Jails are also usually manned locally by local police and the current township or city. Prisons are on a bigger scheme and run by the state or federal programs. You would never see someone with minor offences in a prison. People are usually held in Jail for the short term and proceedings of court then transferred to prison.
