Yes. Weak on both sides though.
Limp to victory = to only just win.
Default victory = a win because the competitor(s) gave up.
He's using it to emphasise the other parts of the sentence. "limp" to add weight to the fact that he thinks Labour have weak policies and "default victory" to emphasise the fact he thinks the current government are hellbent on destruction.
He could have simply said: "Labour might still win"

I have never heard this before and English is my first language. I would say if means that you weakly dragged yourself to a victory that you were already going to win. Like, perhaps you put too much time and effort into something that you didn't need to. Like wasting time maybe?

Thank you so much for answering so quickly. This expression was in the context 'Without a clear and challenging policy programme, Labour may well limp to a default victory, as this government seems hellbent on self-destruction.' Now I got it better.

It is a feeble victory, because they are only winning by default. I.e. they didnt win on merit.
