It sounds like it is saying that during the season, they focus on work and it is a competition between them to have the best crop yield. When all the work is completed, they are no longer competitive and they are friends, neighbors, etc.
To answer your question, the author is not being literal. The farmers could be friends, but the author means they are no longer hostile. This type of writing is not good for a non-fiction book, but acceptable for a story. This is fine in spoken English. You sometimes see this kind of expression in documentaries on TV.
