"very outrageous" soa natural?
Isn't "outrageous" an extreme adjective and should be used with "extremely, really, perfectly" but not with "very"?

sounds a little unnatural to me with "very".
If you want to use an intensifier, I think I'd usually hear "so outrageous", or "really outrageous".
Perfectly outrageous sounds weird to me too, probably just because I don't think I've heard that before.

Semantically, VERY means that something has a certain quality "to a relative degree." In other words, if you describe a girl as "very pretty," it implies that she's not only pretty, but a little prettier than what would normally pass for pretty. However, this degree of "a little more" is already built into some adjectives. For example, EXCELLENT inarguably means more or less the same as VERY GOOD, so to the native ear it sounds somewhat redundant to say VERY EXCELLENT. The same applies to OUTRAGEOUS, which, as the equivalent of VERY SHOCKING, doesn't pair well with VERY.
