1)can you say something in English? Here you don’t have obligation to say something in English.
2)Can I HAVE you say something in English?
Here you have obligation to say something in English.
Example: I have been studying English for 5 years. So with all this time I have to say something in English. Especially if someone asked me this : Can I have you say something in English??
