@mryoung they both are referencing to location. “At” references to the location of an event that may be happening.
Ex. The parade will be at the park
“on” is more for “on top of” “on the surface of” or “traveling to”
Ex. I’m watching people at the parade on the tv.

At the bottom is still correct.
They both show the relation of two things.
On infers they are touching with one on top of the other.
At only infers they are together.
My pencil is at my desk.
It could mean in a desk cubby or under it.
My pencil is on my desk.
This is a more definite location.

@mryoung It means slightly different locations, here are some examples.
"Where is the document in this stack of papers?"
"I put it at the bottom."
For the other one: "The expiry date can be found on the bottom of the can."
