"I'm going to come to your party" is future tense, and it hasn't happened yet. "I'm coming to your party" can be either present tense or future tense, depending on the situation.

"I'm coming" is almost always future tense (at least, for the definition of "come" we're using here). For the present tense you would usually say "I'm on my way".
So, "I'm going to come" and "I'm coming" are basically the same.
