They can largely be used interchangeably.
He adhered to/abided by the rules. He stuck to/complied with the rules.
However, “the stamp was adhered to the envelope” cannot be replaced by the use of “abide by”.

The meanings are similar. I would say that we adhere to regulations, and abide by rules. Again, they overlap, but regulations often specify numerical measurements, patterns things must follow. E.g. the technical regulations of Formula One racing that give limits for what the cars can be. Rules are sometimes things such as how the drivers must behave on track, and are perhaps more general directions. However, rules and regulations overlap a lot, and the words will often be used interchangeably. Similar for adhere to and abide by. But, it sounds more natural to me to adhere to regulations and abide by rules, but I'm sure that there are people who would use them the other way around.

That’s an interesting interpretation which, quite frankly, I’d never considered before. It makes me think that “adhere to” has a slightly stronger sense of meaning as regards compulsion than “abide by”. Reviewing my suggested alternative formulations above now, maybe I sensed it without realising the subtle difference. Thank you for your exposition, Ross.

@BluePeter I think that answering questions here makes me think about aspects of English that I'd never thought about before. There's variation in how people use words, and some things tend to be things that most English speakers follow, but some things are personal. I think in this case, it may be a personal thing. A habit as it were rather than a rule of language.

I agree. This forum provokes interesting questions and thoughts about our language and how we use it. The variables are often wide, yet through understanding the context we manage to get by pretty well. I joined this app supposedly to improve my German but have become hooked on helping others - and thereby myself - with English.
