@SwarS When greeting someone, they mean the same thing. I can't think of a situation where they are different.

They are the same but what's going on is more common in more situations.
For example;
both what's happening and what's going on can be used to ask about an unfamiliar event
But what's going on can also be used to ask if a person seems distraught or in some other odd state for no known cause.
