I don't think there are strict rules around the uses here. I would say "how about you" when offering somebody cake at a party. "I just cut the cake would anybody like a slice? How about you? "
and I'd use "what about you" is asking for someone's opinion. "What about you? What do you think about brexit?"

I wouldn't say there is much of a difference.
If someone asked how are you? I would reply I am fine thank you, how about you?
If I was asking for an opinion on something I would say what about you?
