Whenever I read sentence with those 'be + of' form , I'm a bit confused of it meaning.
If you show me different ways of saying it in the same meaning
it would be great help for me.

'of interest' is a phrase on it's own and it's another way of saying interesting.
so since the Scientists find the 13 ingredients interesting (active voice), it can be written as 'the 13 ingredients are of interest to the scientists' (passive voice).
passive voice is preferred in academic writing.
it is understandable to say 'The scientists have 13 ingredients of interest' but said this way suggests that you will go on to describe/list down the 13 ingredients.

I'm sorry, I don't really understand your question. Are you confused about the whole quoted phrase? or just confused about what 'of' means in the phrase? đ

The whole phrase means that planetary scientists are interested in all the 13 ingredients.
The preposition 'of' can be used to express the relationship between two parts
eg: The pocket of his pants. / The King of England is now an old man.
'of' can also be used after a number/ quantifier
eg: I need three of those eggs / Ten of the children came to the show
