An Act is a Bill approved by both the House of Commons and the House of Lords and formally agreed to by the reigning monarch (known as Royal Assent). Once implemented, an Act is law and applies to the UK as a whole or to specific areas of the country.
I'm guessing you're only talking about legislature here

So to summarise an Act is a bill that has been passed through parliament, And once actually put in place it becomes law

Essentially a bill is a document put forward by party, it is basically an idea for a possible law.
I'm not very experienced with legislature but I believe you've basically described it yourself, it's a law that would only apply to a certain city or province.

Law graduate here! ^.^ A bill before approval is called a 'bill'. Depending on how far the bill has gotten through Parliament, it might be called a 'green paper' or a 'white paper'. After approval, that bill becomes an 'act'. There aren't any acts which apply only to certain cities or province; 'acts' apply to countries. They're national law. For a law that only applies to a certain city or province, you might call that a 'by-law' or maybe 'soft law', or possibly just a 'regulation'.
