When you say “I’m confused.” That means that you are currently confused at the thing recently said.
When you say “I’ve been confused” it means that you have been confused about that topic or statement for a while, not just recently.
“I’m being confused” sounds rather unnatural, but this would mean the same thing as “I’m confused.”
“I’ll be confused” means that in the future when the topic comes up, you will be confused about it once it is said or done.
“I’ll have been confused” sounds very unnatural, you would probably hear nobody say it. It is so unnatural I can’t even think about what it would mean.
