For the most part, both of these sentences give you the same info.
"I am living in Tokyo" means more so "presently, I'm living in Tokyo" (which could mean you lived somewhere previously and you're saying at that present moment, you were living in Tokyo, how ever you could have lived somewhere else before).
"I live in Tokyo" is more so meaning you have and always have lived in Tokyo.
To put this in context, if someone were to say, "I haven't seen you since we graduated, where are you living now?" Both of the sentences would fit to answer this, but "I'm living in Tokyo" as I said, emphasizes that you weren't always living there.

I would agree that “living” often conveys that the living situation is temporary. “I am currently living in Tokyo, but next year I might be living somehow here else.”
