I don't understand the term "countable" but fashion is a noun as in "this is the fashion"
Meaning is also a noun as in "this is the meaning"
They can be used either as the definite article or the indefinite article "a fashion" or "the fashion"
I can't see how they can be used in a quantative way.

They are both countable. I am unsure as to when you would ever need to count multiple 'fashions'; but, yes, they would both just be counted with the normal number then succeeded by the word, such as 'This is the result of two fashions clashing together.' or 'There are exactly 42 meanings of the word life.'
