It's basically the same. But an act could also refer to an acting which done by actors in a drama, film, or play performance.

An "act" is often bigger. An action can be as small as moving your hand or closing your eye, but an "act" is generally a series of actions. "An act of kindess", for example, is a series of actions that you take to be kind.
