I have seen the scene that American people say to their friends,"Study hard!!"
Does it mean they really advise their friends to study hard?
Is it an idiomatic expression?

It is usually used to encourage. Similar to がんばって!Some people may use it as an idiomatic expression but I haven't heard it used like that before. It could be a joke between friends. (Sorry, hope this helps)
