If they're close friends, it should definitely be okay to call them stupid, jokingly of course.
If they're just regular friends you aren't that close to, I think silly would be a better term to use.
Silly doesn't really have any bad meaning or intent behind it. It's playful. So calling someone silly is okay.
Calling someone stupid can be considered "mean", as stupid is not a nice word. But if they're close friends, calling them stupid should be okay.
I call my close friends stupid or idiots all the time :)

Stupid can be offensive if used in the wrong way. Silly is more appropriate if the person does dumb but funny things.
