"Here you are" and "here you go" are the same thing, just stating and notifying someone that you are handing something to them.
"can I have this" is what people say when you are asking someone for the thing they own or are holding, even though the proper phrase is "May I have this" and is a transfer of ownership - not trading or borrowing

Also, "Can I have this?" would be more informal. "May I have this?" Would be the more formal way to say it.
