That's strange, I would have thought A was the answer as well. 'Ought' most often means something that will happen in the future, but that's not the case here because he was already late.

huh? that is a weird scenario you have there, as "ought to" means that you "should" do something
ought to would work in this case if You have yet to stop by the post office.
But from the first sentence, we could deduce that it already happened , in which case you must use HAD
