I thought "would" was a past tense of "will" and showed the one's manners .But, I've seen that lots of people said " i would blahblahblah", I feel confused...

Would is conditional so it implies some doubt. "We don't usually say that" implies that the sentence is completely incorrect. "We wouldn't usually say that" implies that it might be used sometimes but in this case it's a bit old fashioned.
