It is just an abbreviation. Amsterdam en Rotterdam are long words and used a lot. So, in informal writing people tend to shorten it, as everybody knows what you mean.

@ValeriaItaly People usually pronounce A'dam as Amsterdam when they read it. Only in writing it is sometimes shortened.
