What does "on its face" mean?
Sheldon: I'm curious about the whole social construct. On its face, the idea of satisfying ones sexual appetite, assuming one is afflicted with such, without emotional entanglement, that seems eminently practical. What I've observed, however, is Howard Wolowitz crying like a little girl.

It's similar, "it seems like it would" or "you would think that..."
But it's much more formal/intellectual speech
For example
You would think that eating only vegetables would be healthy, but it can actually be bad for you.
On it's face, the idea of holding the World Cup here seems like a good idea, but it would actually cause a lot of problems.

I think it's a bit different. "Superficially" isn't often used at the beginning of a sentence.
