If someone is nonchalant, that person is calm, relaxed, and does not appear to be worried about anything. Whether this is a "good" or "bad" thing depends on context.
Example of it being a "good" thing:
Someone smiling nonchalantly before taking a final exam, because s/he is confident that s/he can do well.
Example of it being a "bad" thing:
Let's say there is a person A who is a compulsive shoplifter, but does not think he is doing anything wrong. His friends know this and are always trying to convince him to stop stealing. But whenever his friends talk about it, he (person A) continues to act nonchalantly (carefree, not concerned, does not feel guilty, etc.) and tells them "it's no big deal."
