Dicided is spelt "Decided"
Both of the sentences are meaning the same thing. The correct way to say this sentence would be "He decided to help the poor and donated a lot of money." The difference between donate and donated is donated is past tense and donate is present tense.
Present tense: I donate my money.
Past tense: I donated my money.

Well, you would use the word donate if you were talking about something happening in the present. An example of that would be "I am able to decide if I should donate the money." You should use the word donated if you are talking about something that has already happened, like " I donated the money last night."
