I am not a native english speaker, but I'll try to help you. In US english, it means kissing for extended period of time. But in UK english, it means dealing with a situation, usually in a successful way. For example,
there is a misunderstanding and you made it out with someone, you explained it.

Thanks for your questions , but in a English test ( UK) , there is a sentence :" How to make things out of different materials" . I understand clearly this sentence but I don't know why don't use " make " in this case and what is the difference between them . And now I know one more meaning of "make out". It's so interesting :D

@lapluiexf: this is deferent content. Maybe if you out coma here 'how to make things, out of different materials' will help you understand. It basically asks to make something using different (provided) materials.

@Gats: I think you mean to make it up to someone. As reward someone for a misunderstanding.

@lapluiexf: ah, well then "make" has nothing related.
the word "out of " used here is meant by, indicating the source or derivation of something; from. So basically you make X out of Y
Y -> source
X -> Result of what is being made

Make out can also also mean to hint at or to convey. For instance:
He made out that he knew what he was talking about, but really, he had no clue.
This means that he conveyed/acted as if he knew what he was talking about.

"Make out" can also mean "to see clearly".
"I can't quite make out the other side of the river, because it's too foggy."
Or "to write a cheque/check".
"When you write the cheque for my services, can you please make it out to John Smith?"
