"Where can you park a car?" This is the general way of asking where can a car be parked. You can use it to refer to yourself in a less direct way. You can also use it to ask for someone else.
"I drove here. Where can you park a car?", "My mom is driving there. Where can you park a car?"
When talking about general people, you can say "one" or "you." It doesn't necessarily refer to who you speak to. "One" is more formal.
"One can go to the library to read books." "You can go to the library to read books."
"Where can I park a car?" is specific to yourself.
"I drove here. Where can I park a car?" (But, "Where can I park my car?" is more natural.)

You is for someone else
You have a cat. Which means he/she has one
Most of the time the person your talking to.
But when you point or just descibed someone, or when the one your talking to knows who your talking about, then your looking for the word He/She
She has a bunny.
He has a horse.
