"It's good to me" is used when you are expressing your opinion or saying something treats you well.
(For example)
A asks: Do you like the cookie?
B answers: It's good to me.
or
A says: The game eats my phone battery! Does it eats yours?
B says: Nope, it's good to me :)
"It's good for me" can be used to say something suits you.
(For example)
A asks: why do you bake cookies all the time?
B says: Because it's good for me.
So in this example, you are saying "it's good for me" to show your friend that baking cookies makes you happy, calm or that you just like baking.
You can also say "it's good for me" when you are okay with something.
(For example)
A asks a group of friends: so shopping tomorrow at 10am?
