If you are still working there you would say 'I have been working in Portugal for 7 years'. If you have worked in the past, you would say 'I worked in Portugal for 7 years'

But no longer working there? That is the sense, which is perfectly good. Just checking you meant the pluperfect tense rather than the past perfect.

Um pouco artificial
I have been working in Portugal for 7 years. (and I'm still there).
"I had been working in Portugal for 7 years" seems incomplete. It leaves the reader asking "and then what?"
I had been working in Portugal for 7 years when I decided to move to Spain.
