A quarter (of something) = 1/4
A quarter (time) = 15 minutes
A quarter to (time) = -15 minutes.
Example: quarter to 6:00 = 5:45, because there is 15 minutes till it turns 6:00.
A quarter past/after (time) = +15 minutes.
Example: quarter past/after 6:00 = 6:15.
