It depends on where you live, but it's mostly safe. Seoul is rather crowded and not-sleeping city, so a lot of people and cars are around even after midnight.

If you're staying in or near Seoul, not being fluent in Korean won't be a problem. Most signs are written in English and quite a few people speak English. But it'd be a lot easier to get along if you speak some Korean. Most Koreans are not as fluent as many Europeans speaking English. For living expenses, acommodation is rather expensive. Montly rent could be at least $400 to $900. And the key money is like $5000 to $10000. But since you're staying for 6 months, staying at a Guest house or BNB would be much better option! Transportation is cheap, and other stuff are just average I'd say. Hope this helps :)
