✓ ELE + VEM + CÁ + TER.

ELE VEM: use when you want to inform that the subject is coming towards you. That's why you use "CÁ", next to "vem". In this case, use "ter" is correct like not use.


✓ ELE + VAI + LÁ + TER.

ELE VAI: use when you want to inform that the subject is going to another place, different where you are at the moment. That's why you say "LÁ", next to "vai". In this case, use "ter" is also correct like not use.


× ELE + VEM + LÁ + TER.

ELE VEM LÁ is not same as ELE VEM LÁ TER. In this case, use "ter" is not a same as not use.
