A prescriptive grammar will tell you the following:
"Ter que" is used in sentences like:
"Tenho muito que fazer"/"I have a lot to do",
"Não me dês mais trabalho, já tenho bastante que fazer"/"Don't put any more stuff on my plate, I have enough as it is".
So, basically, "Ter que" would be used in contexts where you "have things to do", as in a load of work or something that somehow requires your attention.
Regarding "ter de", a grammar book will tell you it is used to talk about things you must do, things that you are responsible for, whether you're forced by someone else or not:
"Tenho de estudar para o exame de português"/"I have to study for my Portuguese exam"
"Tenho de ir ao médico"/"I have to/should go to the doctor"
"Tenho de pensar sobre as vossas sugestões"/"I have to think about your suggestions".
However, and I hope this doesn't confuse you, in the second context, natives will use both "ter de" and "ter que" interchangeably. So, to talk about thinks you must do, things you're responsible for, you can use "ter de" or "ter que".
