Mostly to say you want or need to pursue further education. And as mentioned above, this could just mean you finished primary school and want to go to secondary or you may want to pursue further education to specialize in a new field, learn a new language, etc. Further education could be higher education (eg masters) or not (eg you take an independent language class in a private language school)

Further education usually means to continue or go to the next level in your education. Higher education usually means a higher level of education.
You could say "I want to further my education", but you could not say "I want to higher my education".

Also higher education mostly refers to university studies.

@GArabic22 PhD and masters are higher education degrees. (it is unnatural to say further here)
