Both mean the same thing. It's sort of like 'Yo soy una mujer' vs 'Soy una mujer'. Both say the same thing and both are correct. Adding the 'to' is used a little more frequently in a situation like that and is more modern.
I think generally leaving out the 'to' is used more in something like an acknowledgement these days.
"She admitted she had been speeding."
"He admitted loud music is bad for your ears."
"They admitted swimming is fun."
Adding the 'to' tends to imply more of a personal thing.
"She admitted to speeding."
"He admitted to playing loud music."
"They admitted to swimming without permission."
The last set of examples would be correct both with 'to' and without 'to'. They are like the sentence you gave.
