Occupant: A person in a building or room.
Resident: someone who lives in a specified place. Usually talking about a house, a building, or a town. Has a sense of civilization: think people living in more modern houses.
Inhabitant: Someone who lives in a specified place. This term is often interchangeable with resident but the main difference is that it doesn't necessarily require people to be living in a building or structure. Can be used for nomadic people or primitive tribes.
Citizen: refers to people in terms of what city/country they live in. Citizen of the US, citizen of New York City etc. More of a legal term.
Dweller: Pretty similar to inhabitant. Is usually putting an emphasis on the environment someone lives in rather than just location. Often used like: city dweller, forest dweller, cave dweller, mountain dweller etc. Also this one can be used for animals as well as people.
