Yesterday I saw a sentence, which confused me: the closer south you are, the hotter you'll feel.
Is it the short form of "The closer (to the south) you are, the hotter you'll feel"? Cause this one's original sentence would be "I'm close to the south.", but the first sentence would be "I'm close south". I think it is not grammatically correct.

They're both correct.
South is being used as an adverb here, you can use north, west, and east like this too.
