ある日本人は英語が出来ません。
I think the first sentance means they don't want to.
I think the second one, even if they wanted to, they wouldn't be able to.

"Some Japanese people don't speak English" it's more like "Japanese don't wanna to talk in English" and "Some Japanese people can't speak English", it's like "I don't know if they wanna, but even if, they wouldn't be able to" :)
