“How long have you studied English?”
The tense that’s used here is known as the present perfect. You use it to refer to an action or state that happened in the past, and is finished, but which is having an effect now.
“How long have you been studying English?”The tense that is used here is known as the present perfect continuous. You use it for actions and states that began in the past and are still continuing.
So in conclusion:
“studied” : you finished studying already and no longer need to study in the present
“been studying” : you started studying however much time ago and are still studying in the present

@tree_top2004 I beg to differ with @leianah’s answer. In your particular example, both sentences are very similar in meaning. “How long have you studied English?” is, in fact, the present perfect tense, as @leianah rightfully stated. However, present perfect does not mean that the action is completed and in the past. In this case, it means that you have studied English up until now, but it does not mean that you are finished studying in general; it could mean that you are still planning to continue studying. For this reason, both sentences are quite close in meaning. By the way, if your studying of English IS completed and in the past, then you would say, “How long did you study English.”
